Carol has over 25 years of communications experience in the areas of Project Management and Procurement of Telephone Systems, Radio Systems, Computer Aided Dispatch (CAD), Logger Recorders and other critical communications equipment. Carol also has experience in Request for Proposals (RFPs) using government and corporate business standards. She served as lead liaison of a 25 million dollar P25 Phase 1 radio project of a large metropolitan city as well as a 911 telephone system implementation. She has worked with small and large agencies as a Subject Matter Expert (SME) for entry-level and promotional testing. 


Her professional career includes Chief of Communications for 15 years, Training Instructor for 6 years and 4 years as Administrative Commander. She served as Public Information Officer during the September 11th tragedy. She was also the Chief Negotiator for communications contracts. Carol frequently worked with cooperate and government attorneys giving depositions and advising them on legal matters relevant to public safety. She is a certified Motorola Instructor of Subscribers, Mobiles and Console equipment applications.

A multi-faceted, results-oriented Public Safety leader with over 25 years of experience. As a Senior Manager, my goal was to provide leadership, resources, and strategies for successful infrastructure operations. Through strategic planning facilitation Bureau Managers were successful in the execution of major Capital Improvement Projects for Fires Services; thus, meeting our goal of creating economical solutions with positive results. Projects for bureaus included IT/Communications; Telephone/Radio/CAD solutions, Logistical and Emergency Medical Services supplies, and other miscellaneous equipment critical for daily public safety operations.


As Manager of Logistical Services, my key responsibilities included the acquisition of a vast range of supplies and equipment, vendor selection, contract negotiations, and follow through of project implementation.
